St. Petersburg International Economic Forum:
The Expanding Silk Road: Russia and East Asia in the 21st Century

On April 25, 2012 the St. Petersburg International Economic Forum with the support of the Ministry for Economic Development of the Russian Federation, RTS Group and MICEX Group, CNBC and Caixin Media held a networking event and panel discussion entitled “The Road to St. Petersburg. The Expanding Silk Road: Russia and East Asia in the 21st Century”. This by invitation only event was held in Hong Kong and gathered approximately 125 international participants, representing government and business leaders from Russia and Asian economies.

The panel discussion hosted a range of prominent speakers, representing Russian and Asian political and business leaders as well as international investor community, and was moderated by Bernard Lo, News Anchor, CNBC Hong Kong.

The panelists included Sergei Sinkevich, Vice President, MICEX-RTS, Andrey Zokin, Executive Vice-President, Gazprombank OJSC, Sean Glodek, Managing Director, Russian Direct Investment Fund, Hu Shuli, Editor-in-Chief, Caixin Media, Victor Huang, Partner, PwC Hong Kong and James Pearson, Managing Director and Global Head, Financial Institutions Strategic Coverage, Standard Chartered Bank.

The session explored the potential for Russia and Asia to enhance their mutual trade and investment and to further regional economic integration, in particular, investment opportunities in Siberia which could unlock resource and industrial development of the region. The panelists discussed the ambitions of the Russian companies to enhance their investment and trade with Asia and the challenges and misconceptions, which had to be overcome to fully capitalize on the opportunities.

Dialogue between Russian and Asian businesses is especially important in light of the upcoming development initiatives in Siberia and the Far East, including in the commodities sectors and large-scale industrialization of the region. The experience, financial outreach and technological advances of the Asia-Pacific region is of great value to Russia. The discussion will be continued and expanded upon as part of the agenda for the St. Petersburg International Economic Forum, June 21-23 this year.

Emerging Economic Hubs: Turkey and Russia

On April 3, 2012 The St. Petersburg International Economic Forum and The Turkish Industry and Business Association, held the joint session “Emerging Economic Hubs: Turkey and Russia and the Rise of Region-omics”. The event was attended by more than 150 representatives of the Turkish and Russian business communities and 30 journalists. The welcoming speech was addressed to the participants by Ümit Boyner, Chairwoman of Turkish Industry and Business Association, Sergei Belyakov, Director of The Department for Investment Policy and Development of Private/Public Partnership at the Ministry of Economic Development of the Russian Federation, and Vladimir Ivanovsky, Russian Ambassador to Turkey. The event was lead by the anchor of Bloomberg HT, Ozlem Dalga. Discussion participants included Levent Çakıroğlu, Chief Executive Director of Arcelik, Koç Group, Turkey; Dr. Erman Ilıcak, Chairman of the Board of Directors, Renaissance Construction, Turkey; Natalia Khanjenkova, Managing Director of the European Bank of Reconstruction and Development (EBRD), Russia; Sergei Nekrasov, First Vice-President of Gazprombank, Russia; and Charles Robertson, Chief Economist, Renaissance Capital.

The participants in the discussion, having noted the high level of economic cooperation between the two countries, discussed the promising direction development is heading in such sectors as trade, finance, energy, construction, tourism, and also touched on the obstacles of running a bilateral business and emphasized the possible measures to eliminate them.

The key themes and the programme architecture for the 2012 St. Petersburg International Economic Forum have been approved

This year’s Forum will take place under the theme, 'Leadership that Works'. The Forum’s programme is built on four main pillars and includes several 'session series', industry breakfasts, business round tables, and plenary sessions featuring world leaders.

The principal factors shaping the global economy are addressed in the pillar, 'Securing the Future'. Particular attention is given to the impact that emerging economic powers are having on developing regional markets in the 'region-omics' series. In the pillar, 'Realizing Russia’s Potential', strategies for modernizing and reconstructing the Russian economy will be examined, and a broad range of informative briefings by leaders of the newly-formed Russian government will be held. Discussions and debates on how governments, business and society at large are being impacted by the accelerating pace of change in technology will take place under the pillar, 'Responding to Impact Technologies'.

The Forum is also introducing a new format: a series of one-on-one master classes, entitled 'Leadership in Focus', where the top minds in business, finance, technology, and politics offer their opinions and insights on our changing global environment.

The Energy Club Summit, one of the leading gatherings of the global energy community, will provide the final programme highlight, drawing experts and heads of major energy companies from around the world.

'Russia Outlook' session at the WEF Annual Meeting in Davos

Today, 26 January, 2012, the World Economic Forum Annual Meeting in Davos in collaboration with the St. Petersburg International Economic Forum held a session entitled «Russia Outlook». The session hosted a range of prominent panelists, representing Russian political and business leadership as well as international investor community, and was moderated by Christia Freeland, Digital Editor, Thomson Reuters, USA. The panelists included Igor Shuvalov, First Deputy Prime Minister of the Russian Federation, Thomas Mirrow, President of the European Bank for Reconstruction and Development, Alexey Kudrin, Professor, Dean of Faculty, Saint Petersburg State University, Klaus Kleinfeld, Chairman and CEO of Alcoa and Chairman of Russia-US Business Council, Andrei Kostin, Chairman and CEO of VTB Bank, Russia, and Augie K. Fabela II, Chairman and Co-Founder, VimpelCom, the Netherlands.

The panelists discussed the political, social and economic landscape for the Russian Federation for the coming decade, taking into account the recent parliamentary elections and the upcoming Presidential elections, with particular focus on the challenges ahead for the incoming government of the Russian Federation. In a wide ranging interactive debate, panelists shared their views about improvements required to the investment and business climate in Russia, the need for further modernization and diversification of the economy, efforts to ease administrative procedures and the strengthening of state institutions, as well as the need to stimulate growth in small and medium size businesses and the impact of an expanding middle class.

This year's first meeting of the Commission for Modernisation and Technological Development of Russia's Economy was devoted to improving the investment climate.

Meeting of Supreme Eurasian Economic Council

Dmitry Medvedev, President of Belarus Alexander Lukashenko and President of Kazakhstan Nursultan Nazarbayev held a meeting of the Supreme Eurasian Economic Council.

Following the meeting, two international treaties were signed - on customs duties and on the prevention of money laundering.

The meeting also appointed Viktor Khristenko Chairman of the Board of the Eurasian Economic Commission.

A Heartfelt Welcome

Russia has signed the protocol on the country’s accession to the WTO. Once the document is ratified – for which 220 days is allocated – it will join the organization. During negotiations over the country’s membership in the WTO, Moscow succeeded in securing favourable terms which will benefit the majority of its industries.

Russia’s accession to the organization was approved at the WTO Ministerial Conference in Geneva on Friday evening. The protocol was signed by Elvira Nabiullina, Minister of Economic Development of the Russian Federation, and Pascal Lamy, Director-General of the WTO.

The Russian delegation in Geneva was among the most impressive at the conference, with several high-level representatives present, including First Deputy Prime Minister Igor Shuvalov, his former colleague Alexei Kudrin, CEO of Rusnano Anatoly Chubais, and Severstal CEO Alexei Mordashov. “Elvira [Nabiullina] needs our support. After all, we would never have come here in the first place if we had had some ordinary guy working instead of her”, joked Mr Shuvalov. A reception to commemorate Russia’s accession took place at the Hotel President Wilson on the shore of Lake Geneva. The Mariinsky Theatre Orchestra played at the event, and the pianist Denis Matsuev also performed. “It was a truly heart-warming occasion”, said one of the spectators.

Minister of Economic Development of the Russian Federation Elvira Nabiullina spoke at the 8th Ministerial Conference WTO

On December 16, 2011 in Geneva Minister Elvira Nabiullina spoke at the plenary session of 8 th Ministerial Conference WTO dedicated to the accession of the Russian Federation to WTO.

The conference was chaired by Minister of Trade and Investment of Nigeria Olusegun Aganga. WTO Director-General Pascal Lamy, Chairman of WTO working group of Russian accession Stefan Johannesson and representatives of WTO member countries participated in the 8th Ministerial Conference.

First Deputy Prime Minister of the Russian Federation Igor Shuvalov presented greeting of President of The Russian Federation Dmitry Medvedev to the participants in the 8th Ministerial Conference WTO.

President of the Russian Federation Dmitry Medvedev took part in the 28th Russia-EU Summit meeting

During the working meeting, the participants discussed key cooperation issues on the bilateral and international agenda, in particular, energy sector cooperation, visa-free travel between Russia and EU countries, and financial and economic situation in the eurozone.

Special attention was given to the implementation of the Partnership for Modernisation initiative and work on a new Russia-EU framework agreement.

Following the meeting, Dmitry Medvedev, European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso gave a joint news conference.

Russia announces APEC’s priorities for 2012

St. Petersburg, Russia, 13 December 2011 - Facing a global economic slowdown and uncertainty in the financial sector, APEC senior officials gathered in the historic Russian city of St. Petersburg this week to set their priorities for 2012 in order to boost growth in trade and investment in Asia-Pacific.

The meeting took place just three weeks after APEC Economic Leaders met in Honolulu where they took concrete steps toward building a seamless regional economy to generate growth and create jobs.

Chairing APEC in 2012, Russia announced the theme for 2012, "Integrate to Grow, Innovate to Prosper," and pledged to facilitate APEC's collective efforts to increase sustainability and the pace of development. With full support from APEC member economies, Russian Senior Official, Ambassador Gennady Ovechko, announced that APEC will seek to achieve tangible results based on the following priorities:

  1. Expanding trade and investment liberalization and expanding regional economic integration
  2. Strengthening food security;
  3. Establishing reliable supply chains;
  4. and Fostering innovative growth.

Ovechko stated that regional economic integration plays a key role in promoting peace and stability. Describing the shift towards the Asia-Pacific, he expressed concern that the Eurozone crisis could influence financial distortions on world commodity markets, trade and investment.

"To address these concerns, APEC will seek to make progress on a number of issues such as integration, investments, fighting protectionism, securing food markets, establishing reliable supply chains and fostering innovation policies," said Ambassador Ovechko who chaired the today's Informal Senior Officials' Meeting.

He went on to say that APEC has an important role to play in improving regional and global food security.

"Facing major challenges to the food supply, such as price fluctuations, APEC will search for sustainable development in the agricultural sector, facilitation of investment and trade, establishing efficient and resilient food markets and market infrastructure."

"In 2012, APEC will pursue proposals for sustainable agricultural development and stable markets including: increased transparency, monitoring and information exchange on agricultural production, and developing policies for community resilience and a more inclusive food supply for socially vulnerable population groups."

Ovechko also said that APEC will prioritize addressing the major chokepoints in supply chains to better ensure the smooth flow of trade.

"Reliability of the supply chain is the key issue in APEC and worldwide. They should respond to possible risks related to routing, maintenance and development," said Ovechko. "It is necessary to ensure appropriate risk management, safe operation and protection of transport and transportation facilities."

In 2012, APEC plans to push for policies that encourage innovation in the region that will increase productivity and ensure economic growth.

"We believe that fostering cooperation in innovation will help us boost future trade and investment in APEC, improve existing and build new global production and supply chains," Ovechko continued. "Some areas include developing hi-tech sectors and addressing barriers to investment; promoting technological progress among all APEC economies through networking among innovation centers; and providing APEC platforms for cooperation where business and scientists can discuss markets and policy needs."

APEC officials will convene throughout 2012 in Russia. They will converge for their meetings in Moscow in February, in Kazan in June and Vladivostok in September. Ministers will meet throughout the year in these cities, as well as in St. Petersburg, Khabarovsk and Yaroslavl. Finally, the APEC Economic Leaders' Meeting will be held on Russky Island in Vladivostok on 8 - 9 September 2012.

Igor Shuvalov: investment in preparations for the APEC Leaders’ Meeting to reach 600 billion rubles

First Deputy Prime Minister Igor Shuvalov told journalists that overall investments in preparations for the APEC Leaders' Meeting in Vladivostok will reach about 600 billion rubles. He explained that this sum includes funds from the federal and regional budgets, and from investors. Shuvalov emphasized that all work must be carried out within this budget, as there will be no additional funding.

Shuvalov also noted that the government does not intend to use federal funds to build a water conduit to Russky Island. He said that water treatment plants will be sufficient for the normal functioning of the first stage of Far Eastern Federal University and other facilities. The water conduit, which is estimated at two billion rubles, will not be needed until the second stage of construction of the university.

"This ongoing work should produce a new foundation for investment in Vladivostok, through which Russia will be able to carry out integration projects eastward. Before the start of the preparations for the meeting, Vladivostok had neither a normal life support infrastructure, nor hotels able to accommodate discerning guests, nor facilities for holding international events. "We will create normal working conditions for investors during the preparations for the meeting," Shuvalov said.

He emphasized that all facilities will be completed on time.

Discussion of the APEC-2012 agenda starts in St. Petersburg

Discussion of the agenda of the 2012 Asia-Pacific Economic Cooperation (APEC) forum, to be held under Russian chairmanship, was launched in St. Petersburg on December 12. The first event was a symposium to determine its priorities.

In his welcome speech, St. Petersburg Governor Georgy Poltavchenko told conference participants that in the past few years APEC has become one of the most influential and authoritative political and economic associations of the world.

"APEC Leaders' week will take place in Vladivostok next September, but as APEC chair Russia is already starting preparations for this major international event," Poltavchenko said. "We are proud that St. Petersburg has been given the honor of opening the APEC program and that the forum's agenda will be discussed here."

He emphasized that he considers APEC member economies to be reliable partners, first and foremost. Most convincing are the results of cooperation in the auto industry that has been established in St. Petersburg and the Leningrad Region in a short span of time owing to partners in the Asia-Pacific region. Global auto giants, like GM, Toyota, Nissan, and Hyundai, to name a few, have set up major production lines of cars and spare parts in Russia. International corporations like Microsoft, Intel, and Google are planning to open research centers in a technology park that is now under construction in the city.

Experts and business people from Russia and some Asia-Pacific countries, as well as representatives of international organizations like OECD and FAO, took part in the symposium. They shared views on Russia's planned priorities for APEC's activities next year.

Background information: The symposium to determine APEC priorities is the first of three events to be held in St. Petersburg this week. An informal meeting of APEC senior officials will take place on Tuesday, and on Wednesday, St. Petersburg will play host to the conference "APEC-2012: Opportunities and Prospects." Conference participants will discuss regional economic integration, the development of transport and logistics, and food security and innovation-based growth.

CONCERT IN PALACE SQUARE FOR FORUM PARTICIPANTS AND MEMBERS OF THE PUBLIC "A BOUQUET OF OPERA"

St. Petersburg’s main square, in the very heart of the city, will be the venue for a concert featuring three stars of the international opera stage: the legendary Russian baritone Dmitri Hvorostovsky, the outstanding Korean soprano Sumi Jo, and the 12 year-old soprano Jackie Evancho, who rose to fame on the TV programme America’s Got Talent. The international stars will perform a programme entitled A Bouquet of Opera, accompanied by a symphony orchestra conducted by Sarah Hicks, who accompanied Sting in his Symphonicity tour last year.

RECEPTION BY THE GOVERNOR OF ST. PETERSBURG

An extraordinary spectacle on the theme of ‘Reflection’ will be performed for guests and participants in this year’s St. Petersburg International Economic Forum. Two participation formats are available for SPIEF 2012:

Participation under both Standard and Premium Package includes access to information services and catering facilities provided in the restaurants and networking areas, and access to business areas.

In order to maintain the high level of participation and to accommodate growing interest in participation in the Forum, the following limitations have been introduced for SPIEF 2012:

Provided the head of the company (CEO/President/Managing Director, Chairman of the management board or board of directors) is leading the delegation, the company is invited to register a maximum of three Premium Package participants (head of company plus two deputy heads of company, members of the management board/board of directors, or head of representative office) and three Standard Package participants.

Should the delegation of the company not be led by the head of the company, the company is invited to register a maximum of two Premium Package participants (at the level of deputy head, member of the management board, or head of representative office) and two Standard Package participants.

Participation in the St. Petersburg International Economic Forum is by invitation only.

If you are interested in participating in SPIEF 2012, please submit a Participation request to the Organizing Committee by completing the registration form on the website in the Registration section. The deadline for requests is June 14, 2012.

The Organizing Committee will consider each request, and shall issue a written invitation to approved participants. The Organizing Committee reserves the right to refuse participation requests without explanation.

Participants who have been extended an invitation are requested to confirm their participation or decline the invitation on the SPIEF website in the Personal Web Office section.

A formal participation agreement will be provided to each confirmed SPIEF participant for signature. The deadline for signature of the agreements is 15 June 2012 at 18:00 Moscow time.

The participation fee depends on the selected participation package. Payment is considered to have been made only upon clearance of the funds into the SPIEF bank account.

For all participant packages, hotel accommodation, individual transportation services and optional individual cultural programme activities are not included in the participation fee and shall be charged separately.

Accreditation of Vehicles and Drivers

The driver accreditation badge and the transportation pass are issued simultaneously. Requests for the accreditation of transport and drivers will be accepted from April 2, 2012 to June 10, 2012 and can be submitted through the Personal Web Office.

Please note that for driver accreditation, a photo of the driver must be uploaded via your Personal Web Office.

Be advised that from 18:00, June 19, 2011 to June 23, 2012, transportation passes will be required for vehicular access to the Forum main venue, participant arrival sites (at Pulkovo airport terminals 1 and 2, and the Moskovsky Rail Terminal), and sites of events on the cultural programme.

You can collect driver accreditation badges and transportation passes in person (upon presentation of your passport) and/or through a power of attorney (a form for which can be download under Power of Attorney Forms and Documents).

Participant Electronic Ticket

In order to simplify and expedite the process of receiving your accreditation badge, you will be able to print out the electronic access ticket in your Personal Web Office once your participation has been confirmed by the SPIEF Organizing Committee and your personal data has been verified.

Your electronic ticket should be printed on a sheet of A4 paper, on a colour or black and white printer.

ЭUsed in combination with one’s passport, the electronic ticket may be used as a temporary pass to travel from the accreditation point on ul. Opochinina to Pavilion 4 of the Lenexpo Exhibition Complex or the Lenexpo payment points. Please note that electronic tickets to enter Pavilion 4 and the payment points of the Lenexpo Exhibition Complex may only be used by the person whose personal information is specified on the electronic ticket.

When a participant’s authorized representative presents an electronic ticket with power of attorney (download here) and a passport, he or she may collect the participant's (or participants') bags at the bag distribution point (Pavilion 4 of the Lenexpo Exhibition Complex).

Ordering individual accredited transportation with driver

Ordering individual transportation with a driver will provide you with an accredited vehicle with the right to access the Forum venue (Pavilion 4 of Lenexpo) and the main locations where Forum events will be held.

You can send your request for individual transportation with driver by email to car@forumspb.com. A dispatcher from the transport company will contact you within 12 hours. When ordering, you can select the brand and class of vehicle. You will also be sent the necessary documents (contract and invoice).

Russian-Arab Business Council (RABC)

The Franco-Russian Chamber of Commerce and Industry (CCIFR) is an independent lobbying body that represents and promotes the economic interests of its Franco-Russian member companies.

Regulations on Partners of the St. Petersburg International Economic Forum

  1. General provisions:
    1. Legal entities and natural persons, registered in the Russian Federation or abroad, who have contributed to the organization and preparation of the St. Petersburg International Economic Forum, are eligible to become Partners of the Forum. This contribution may be made in the form of material, financial, technical or (by agreement) other support, in accordance with the terms of a signed agreement (Partnership Agreement), supplied to the St. Petersburg International Economic Forum Foundation (hereinafter – “SPIEF Foundation”).
    2. The SPIEF Foundation shall use the funds, goods, or services received from partners for the intended purpose, to wit: to make preparations for and to conduct the St. Petersburg International Economic Forum, including exhibitions organized and held as part of the Forum.
    3. The main areas for the use of funds for the preparation and conduct of the St. Petersburg International Economic Forum include:

      • preparation and conduct of business events for delegates (round tables, conferences, presentations), as part of the St. Petersburg International Economic Forum (at the Forum site or elsewhere);
      • preparation and conduct of special events as part of the St. Petersburg International Economic Forum (at the Forum site or elsewhere);
      • organization and conduct of social and cultural projects as part of the St. Petersburg International Economic Forum, and under its aegis;
      • conduct of advertising and PR events to promote SPIEF, including press events in Russia and abroad;
      • conduct of a SPIEF advertising campaign in Moscow and St. Petersburg;
      • organization of the Press Centre’s operations during the Forum;
      • linguistic support for Forum events and the provision of translation/interpretation services;
      • fit-out and decoration of the Forum site;
      • fit-out and decoration of the congress hall for keynote sessions;
      • fit-out and decoration of pavilions for networking areas, catering areas, and SPIEF participant accreditation areas;
      • organization of remote SPIEF participant accreditation points (airports, rail stations, hotels, Russian Ministry of Economic Development);
      • provision of security for SPIEF participants at the Forum site;
      • transportation for Forum participants;
      • provision of food for Forum participants;
      • reservation of hotels for Forum participants;
      • production of SPIEF printed or souvenir items for participants;
      • other expenses associated with the preparation and conduct of SPIEF events.
    4. The SPIEF Foundation may introduce and develop new areas for the use of Partner funds for the due preparation and conduct of the St. Petersburg International Economic Forum.
    5. During preparation for the St. Petersburg International Economic Forum, the following terms and concepts are used: SPIEF Partner – a legal entity which has signed a Partnership Agreement for support in the organization and preparation of SPIEF, and which has made a partner contribution. SPIEF Partner Package – the set of services, opportunities, and options provided to a SPIEF Partner in exchange for a partner contribution. Partnership Agreement – the document governing the relationship between the SPIEF Foundation and the Partner.
    6. The SPIEF Foundation may conclude agency agreements with third-party organizations, thereby conferring the right to recruit SPIEF Partners. The authorized agency is responsible to the Partner for the performance of obligations.
    7. The SPIEF Foundation shall coordinate work with Partners.
    8. The term “Partner” in these Regulations is used in the sense of the term “Sponsor”, in the meaning established by Russian Law № 38-FZ, “On Advertising”, dated March 13, 2006.
  2. PARTNER CATEGORIES
    1. These regulations establish the following categories and quantity of St. Petersburg International Economic Forum Partners:

      • General Partner – not more than 4;
      • Strategic Partner – 1;
      • Partner – not more than 15;
      • Official car of the Forum – 1;
      • International Partner – not less than 5;
      • Organization Partner – unlimited.
    2. A partner may submit, for the approval of the SPIEF Foundation, phrasing which will appear in the SPIEF advertising campaign and documents for the given Partner.
  3. CONDITIONS FOR PARTICIPATION
    1. These Regulations establish the primary conditions for interaction between the St. Petersburg International Economic Forum Foundation and the Partner. The volume of SPIEF partner opportunities, consistent with the Partner company's status, is indicated in the SPIEF Partner Package.
    2. The conditions for partner participation and the list of opportunities offered to Partners as part of the purchased Packages may be amended and supplemented at the discretion of the SPIEF Foundation, and also as the result of negotiations with potential Partners.

Accreditation for the setup/dismantling period is necessary for employees, drivers, and contractors' vehicles whose work requires that they be at the SPIEF venue between 08:00 on June 8, 2012 and 18:00 June 19, 2012, and/or between 08:00 on June 24, 2012 and 24:00 on June 27, 2012.

Please note that employees, drivers, and vehicles accredited for the duration of SPIEF do not require re-accreditation for the setup/dismantling period.

The following steps are required for accreditation of participants, personnel, vehicles, and drivers for technical personnel:

  1. Fill out a Partner Company Registration Form (the number of participants and personnel is set by the Partnership Agreement).
  2. Scan a hard copy of the Partner Company Registration Form, endorsed with a corporate seal and signed by the head of the company.

    Send an electronic copy of the Partner Company Registration Form in Excel format and the scanned version to inga.astakhova@forumspb.com.

  3. Receive a username and password for logging in to the Personal Web Office from the assistant in the Partner Relations Department.
  4. Log in to the Personal Web Office on the official SPIEF website, using your username and password.
  5. Complete forms for participants and personnel (technical personnel, stand attendants, vehicles, and drivers for technical personnel).
  6. Upload photographs of your participants and personnel.

    Temporary passes (for the setup/dismantling period) do not require photographs.

    Photographs must meet the following requirements:

    • Size: 480 x 640 pixels
    • Photo must be in colour, on a white background, suitable for documents
    • 300 dpi resolution (photo quality)
    • The person in the photo must be facing the camera, without any headgear, and have the face cover at least 70% of the photo
  7. After completing the participant forms, log in to the Personal Web Office for each participant and, if necessary, register vehicles and drivers.

    Examples of authorization letters for badge collection:

    Participants must present an accreditation badge in order to access the Forum main venue from 18:00 on June 19, 2012 to June 23, 2012.

    For ease of accreditation, participants have the option of collecting their accreditation badges at Accreditation Points at the SPIEF main venue, as well as at points of arrival and accommodation.

Requests for media accreditation will be accepted from March 19 to May 18, 2012.

Before completing the registration application form, please carefully read through the rules regarding accreditation of media representatives for SPIEF 2012 under the Media section of the Forum website.

The number of media representatives allowed to participate in the Forum will be LIMITED in order to ensure comfortable working conditions and prompt access to all necessary resources.

The following steps are necessary to obtain accreditation:

1. Complete the registration application form on the official SPIEF website.

Please complete all fields in the form, especially those marked with an '*'. Take care to ensure that your personal details are entered correctly, as this information will appear on your badge.

The badge photograph must meet the following criteria:

  • colour photograph in JPEG format;
  • proportions of the photo: 3x4;
  • resolution of no less than 480x640;
  • include a frontal view of the entire face, with the head uncovered;
  • have the face make up at least 70% of the photograph.

You may complete a single registration form for all media representatives from your organization who wish to take part in coverage of SPIEF 2012 (Step 4 of the form – Media Organization Representatives).

Information regarding the status of your accreditation request, along with other supplementary information, will be sent to the contact email address provided during registration.

2. Supply a covering letter from the media organization to the Media Accreditation Centre within two weeks of submitting your application. This can be done either by email, media@forumspb.com, or fax, +7 (812) 635 8018.

The letter must be on your organization's letterhead and signed by the head of your organization or a person performing those duties (if under power of attorney, attach a copy of the power of attorney document).

PLEASE NOTE: it is sufficient for foreign media representatives to provide a copy of the accreditation card from the Russian Ministry of Foreign Affairs press centre, instead of a covering letter.

Applications without a covering letter will not be considered.

The SPIEF Organizing Committee has the right to refuse accreditation of a media representative without explanation.

  1. General provisions
    1. Accreditation of media representatives (hereinafter referred to as 'media representatives') at the St. Petersburg International Economic Forum (hereinafter referred to as 'SPIEF' or 'the Forum') is carried out so as to ensure the necessary conditions for media representatives to prepare and disseminate complete and accurate information about Forum events.
    2. Accreditation of media representatives is mandatory for all Forum events.
    3. While carrying out their work, media representatives must respect the rights and lawful interests of the participants and personnel of the St. Petersburg International Economic Forum, and observe accepted standards of journalistic ethics.
  2. Accreditation of media representatives
    1. A media editor's office registered in accordance with the Russian law, 'On Mass Media' may submit a request to the Organizing Committee responsible for preparing and conducting the St. Petersburg International Economic Forum (hereinafter referred to as the 'Organizing Committee') for accreditation of its journalists at SPIEF.
    2. Persons illegible for accreditation.
      1. Persons who are not media representatives and do not occupy the positions specified in 2.3.2 of these rules.
      2. Representatives of unrelated publications which do not publish economic or political news.
    3. Number of accredited media representatives
      1. Due to space restrictions at the Forum venue and substantial media interest in the event, the number of members of the media allowed to participate in the Forum will be limited in order to ensure comfortable working conditions at the Lenexpo venue and easy access to all necessary resources.
      2. Accreditation quotas:
        • Print publications:
          • Newspapers: 3 people (2 journalists, 1 photographer);
          • Magazines: 2 people (1 journalist, 1 photographer).
        • News agencies: 4 people (2 journalists, 2 photographers);
        • Information portals: 1 person (1 journalist);
        • Television companies: 7 people (2 journalists and a producer, 2 camera operators, 2 sound engineers);
        • Radio companies: 2 people (2 journalists).
      3. The SPIEF Organizing Committee may increase the quota upon official request of the media organization, if such a request indicates a valid reason.
      4. The participation quotas for SPIEF information partners are given in the packages for information partners.
      5. When reviewing media requests, the SPIEF Organizing Committee may make use of information from third-parties about the media outlet, published in third-party sources, as well as verify the stated information (circulation, target audience, frequency of publication, and so on).
      6. Media technical staff undergo Forum accreditation according to the rules for technical staff accreditation on the SPIEF website (www.forumspb.com).
    4. Submission and review of accreditation requests.
      1. Media representatives wishing to take part in covering Forum events can submit an accreditation request (hereinafter referred to as 'Request') on the official SPIEF website (www.forumspb.com).
      2. All fields of the accreditation form must be completed.
      3. Requests can be submitted through the official SPIEF website from March 19, 2012 to May 18, 2012.
      4. Consideration of applications will take two weeks or more.
      5. Media representative accreditation is valid for the entire duration of SPIEF.
    5. Refusal of accreditation
      1. The SPIEF Organizing Committee has the right to refuse accreditation of a media representative.
    6. Accreditation badge distribution
      1. Upon approval of the registration request by the Organizing Committee, media representatives receive accreditation badges.
      2. Accreditation badges are distributed at accreditation points in Moscow and St. Petersburg. Information about accreditation point locations and schedules will appear on the official SPIEF website (www.forumspb.com) no later than May 19, 2012.
      3. Accreditation badges may be issued only if the following conditions are met:
        • Confirmed accreditation is recorded in the SPIEF database;
        • A passport is presented (passport number must match the number in the SPIEF database), and:
          • For Russian media: editorial ID or official letter on editorial letterhead of the media organization, signed by the director and stamped.;
          • For foreign media: accreditation card from the Russian Ministry of Foreign Affairs press service, or for journalists not accredited by the Russian Foreign Ministry, a letter on official organization letterhead, signed by the director, requesting SPIEF accreditation.
      4. The badge is individualized and is not transferable. Keep the badge with you for the duration of the Forum.
      5. Any other accreditation cards are invalid for accessing the Forum venue.
      6. In case of loss, theft, or damage to the accreditation badge, media representatives must immediately notify an information and services administrator at one of the stands. The lost badge is then blocked; a duplicate badge is issued to the media representative on written request.
  3. Rights and responsibilities of media representatives at SPIEF
    1. Media representatives accredited at SPIEF may:
      1. Make use of all services specially prepared for journalists;
      2. Receive information about official Forum events and exhibitions (press releases, business programme, participant catalogues, and so forth);
      3. Depending on the level of access, take part in Forum events;
      4. Work in the SPIEF Press Centre during official Forum events and use the facilities of the SPIEF Press Centre;
      5. Participate in press conferences, briefings, and other press events.
    2. Media access to events at the St. Petersburg International Economic Forum.
      1. Events in the Red Zone – the area where the events from the Forum's official and business programme will be held. Members of the media possess access to the Red Zone for the duration of the Forum, except when special restrictions are imposed;
      2. Access to closed events with the President of the Russian Federation. Access by media representatives is by a special procedure laid down by the Russian Federal Protective Service (FPS);
      3. Access by technical staff of media representatives is granted according to the rules regarding technical staff access to the Forum venue.
    3. Accredited SPIEF media representatives must:
      1. Check the accuracy of the information they are given;
      2. Comply with the requests of persons providing information with regard to references to its source, as well as whether a quoted statement is authorized, if it is being made for the first time;
      3. When receiving information from officials and others, notify them that audio/video/film/photo recording is being made;
      4. When carrying out work, present at first request their editorial ID or other document establishing the journalist's identity and authorization;
      5. Not use the opportunities granted by their work to conceal information or falsify socially significant information, to spread rumours in the guise of trustworthy information, or to collect information in favour of a third-party person or organization which is not a media body;
      6. Upon request by Forum safety service representatives, not take videos/photos;
      7. When using official information or quotations from Forum participants, media representatives must follow the SPIEF Acknowledgment Policy. Specifically, the finished articles must be accompanied by a reference to the St. Petersburg International Economic Forum and the source of the information must be credited. Electronic media should include a link to the Forum website (www.forumspb.com). Alterations, embellishments, or the distortion of any copied (cited) information is strictly prohibited.

When official information or direct quotations from Forum participants are used in media materials, they should be accompanied by a reference to the St. Petersburg International Economic Forum, and the source of the information must be credited. Electronic media should include a link to the Forum website if it was taken from the official website (www.forumspb.com). Alterations, embellishments, or the distortion of any copied (cited) information is strictly prohibited.

  • Print media/radio — any article or interview on the St. Petersburg International Economic Forum must contain a reference to the St. Petersburg International Economic Forum, in the form of text or the official logo.
  • Television — any program filmed or interview given at the St. Petersburg International Economic Forum venue must include a reference to the St. Petersburg International Economic Forum, in the form of text or the official logo.

  • Blogs/social networking sites — when using official information obtained through participation in SPIEF, quoting statements made by participants of the St. Petersburg International Economic Forum (which should be obtained only with the participant’s express permission), or when using prepared materials found online (on blogs, social networking sites, etc.), all information divulged must be accurate.

The Forum Organizers accept no responsibility for statements Participants make in the blogosphere or on social networking sites. The SPIEF Foundation reserves the right to use text from articles, photographs, and video footage made or received by media representatives during preparations for the Forum or during the Forum itself. If used, such material will include a reference crediting the producer of the material in question.

What is the Personal Web Office for media representatives?

The Personal Web Office is a personal section of the official SPIEF website for media representatives, where it is possible to edit personal information, upload a badge photograph, submit requests for various services (transportation, excursions, and linguistic support), as well as request accreditation of a personal vehicle.

The Personal Web Office for media representatives will be available for use beginning March 19, 2012.

When will media representatives receive their usernames and passwords to log in to the Personal Web Office?

Usernames and passwords for the Personal Web Office will be sent to media representatives at the contact email address that was provided during registration as soon as the SPIEF Organizing Committee has granted accreditation.

How can I upload the photograph for my badge?

You can upload the photograph for your badge in the Personal Web Office for media representatives when submitting your registration application for Forum participation.

The badge photograph must meet the following criteria:

Forum business programme events

Which of the Forum's business programme events can I attend?

Conditions for media access to events at the St. Petersburg International Economic Forum:

  • Events in the Red Zone – the area where the events of the Forum's official and business programme will be held. Media representatives possess access to the Red Zone for the duration of the Forum, except when special security-related restrictions are imposed;
  • Events with the President of the Russian Federation – media representatives will be granted access in accordance with the list provided by the Russian Presidential Press and Information Office and the Russian Federal Protective Service. Journalists granted access to these events must be accompanied by a representative from the Press Office.

How can I use materials about the Forum in the media?

Transportation services for media representatives

What types of transport will be made available at the Forum?

The following types of transport have been arranged for the Forum:

  • Regular free shuttles between major hotels and the Forum venue;
  • Official, approved Forum taxis;
  • The option to accredit personal/news vehicles and drivers;
  • The option to order individual transportation services.

Will transportation be provided from my hotel to the Forum venue?

Yes, transportation will be provided, but only from major St. Petersburg hotels. The shuttle schedule is available under 'Transportation'.

Can I hire a vehicle for the duration of the Forum?

Yes, although this is a paid service. You can pay to hire a luxury- or business-class vehicle for personal use during the Forum. You can request this service through the Personal Web Office for media representatives.

If I hire a vehicle through the Personal Web Office for media representatives, do I need to receive accreditation for that vehicle?

No. The transportation company providing your vehicle and driver will do that for you.

How can a personal vehicle with driver access the Forum venue?

For your own driver and vehicle to be able to approach the main entrance to the SPIEF venue (Pavilion 4) and to venues hosting cultural programme events, you will need to receive accreditation for your vehicle and driver before the start of the Forum. To do so, submit an accreditation application for media representatives through the Personal Web Office. Please note that parking at the Forum venue is not provided.

Can I leave my vehicle on the Forum premises?

Parking at the Forum venue is not provided. Parking spaces will be arranged for vehicles of media representatives. Please note that these spaces will be located in areas adjacent to the Forum main venue.

Hotel accommodation

How can I reserve a hotel room for the duration of the Forum?

There is a list of hotels on the official SPIEF website containing contact information for hotels in close proximity to the Forum venue in the centre of St. Petersburg. To reserve a room, contact a hotel using one of the telephone numbers provided, or contact our Participant Accommodation partners or the Forum's Hotel Reservation Team.

Is it possible to reserve hotel rooms for all of our organization's representatives at a single hotel, so as to keep our rooms together?

This is possible, but only if your chosen hotel has enough free rooms. The organizers cannot guarantee a sufficient number of rooms at a specific hotel for all of your organization's representatives.

When should I make my hotel reservation?

We recommend reserving a hotel well in advance. June is high season for tourism in the city, and the increase in visitors will mean that the number of hotel rooms will be limited.

How should I pay for my reservation?

Due to the influx of tourists, hotels only accept 100% pre-paid reservations for the time of the Forum.

The St. Petersburg International Economic Forum (SPIEF) Press Centre is a modern interactive facility providing a comfortable working environment for media representatives. The Press Centre is located in Pavilion 6, and the international broadcasting centre for TV and radio companies is located in Pavilion 5 at the Lenexpo Exhibition Complex. Media representatives and staff of the host broadcaster company who are accredited at the SPIEF and who have received their badge at one of the accreditation points are entitled to work in the Press Centre.

International Broadcasting Centre

The International Broadcasting Centre (IBC), situated in Pavilion 5, has been set up at the 2012 St. Petersburg International Economic Forum venue to enable the events of the Forum to be reported.

The international TV programme is put together by VGTRK (Russia), the host broadcaster for the Forum, from direct relays and video recordings of the main events at the SPIEF. This programme is then distributed to the TV companies' working cubicles and displayed on plasma screens at the Forum venue.

The International Broadcasting Centre comprises:

  • the host broadcaster's control room;
  • the TV and radio companies' zone (26 cubicles for television and 3 for radio);
  • 12 stand-up positions for live reportage from the Forum's central venue.

The outside broadcast units (OBU) zone

Location:
  • The parking area for OBU vehicles is situated behind Pavilion 5 in the immediate vicinity of the Press Centre (Pavilion 6).
Purpose:
  • The units give media representatives the opportunity to broadcast live and to relay video material to their editorial centres.
Access:
  • Access is allowed from 12:00 on June 18, 2012 to 18:00 on June 29, 2012 via access control point 4 (from the direction of the Morskoy Vokzal Hotel).
Inspection:
  • Vehicles entering the Lenexpo site before 18:00 on June 20, 2012 will undergo inspection at their parking place in the presence of the TV company's representatives from 21:00 on June 20, 2012.
  • Vehicles entering the Lenexpo site after 22:00 on June 20, 2012 will undergo inspection on entry at access control point 11.
Departure:
  • Units will depart on June 24, 2012 and June 25, 2012 after the conclusion of the SPIEF events.

Description: 230 workstations, 150 of which are equipped with computers, 80 workstations where personal equipment can be connected. The accommodation is equipped with telephones with access to inter-city and international communications, printers, and faxing and copying equipment.

Description: 84 workstations equipped with computers, telephones with access to inter-city and international communications, printers, and faxing and copying equipment.

Information Services

Information services centre

The Press Centre (Pavilions 5 and 6 at Lenexpo) includes information services centres where information can be obtained on the system for access to Forum events, programme changes, services available, announcements of Forum press events, as well as other information, in Russian and English. For help with technical problems arising when operating the Press Centre equipment or personal equipment, you can contact the technical support service situated on the first floor of the Press Centre (Pavilion 6).

Distribution of press releases (announcements)

Press releases (announcements) of press events are displayed on the SPIEF official website in the "Press Events Programme" in the Media section and on the information stands located on the ground floor and first floor of Pavilion 6, alongside the information services centres, and also in the TV and radio companies' zone in Pavilion 5. All materials are presented in Russian and English.

Schedule of press events

From June 10, 2012 the Media section of the www.forumspb.com website will display the "Schedule of Press Events", which will indicate the place, time, topic and announcement of press conferences, briefings and agreement signing ceremonies planned by Forum participants and to be held at the SPIEF venue. This service will enable you to plan your work at the Forum efficiently.

Wi-Fi

There is free Wi-Fi access to the Internet throughout the Press Centre. Devices equipped with a Wi-Fi adapter can be connected manually without a password. The name of the network is Forum 2012.

Voice alert system

This system enables participants always to be aware of the time and location of the main SPIEF press events. The service is provided in Pavilion 6, the Press Centre and the Restaurant for the media.

Staging of press events

To ensure a working environment of maximum comfort for the media, conference halls are provided at the Forum venue for holding press conferences, briefings and agreement signing ceremonies, and there are also press access points and rooms for conducting interviews.

Coverage of SPIEF events

Live video relays of all Forum events

Live video relays of the Forum's plenary sessions and the presentation ceremony for the "Global Energy" international energy prize will be displayed on the fixed screens located in the Press Centre (Conference hall 6.1), the information partners' sector and the refreshment areas.

Translation of the plenary sessions will be available in the six working languages of the Forum (English, French, German, Spanish, Arabic and Chinese) in the Press Centre (conference hall 6.1) and the information partners' sector, and in Russian and English in the refreshment areas.

Portable radio receivers providing simultaneous translation will be issued to media representatives in exchange for their business card or press card on entry to the halls where the events are held.

Relays of Forum sessions and video reports by various TV channels

Relays will be displayed on the Telemarker TV screens located in all the pavilions where the Forum is held. These will show live relays of events, and also video reports on SPIEF 2012 events by seven Russian TV channels (Channel One, Rossiya, NTV, Channel 5, Rossiya 24, Russia Today, Euronews) and six foreign TV channels (CNBC, Bloomberg, CNN, CCTV, BBC, Al Jazeera). A selection of interesting relays and reports will be available on the screens.

Online relays on the Forum website

Real-time viewing of all SPIEF business programme events on notebooks provided by the Forum Press Centre or on personal equipment will be enabled.

Online relays will be available in the "Programme" and "Relays" sections on the SPIEF official website: www.forumspb.com.

Viewing previous events at the Forum

It will be possible to view recordings of previous events on the tuneable Telemarker screens installed in the Press Centre by selecting the appropriate section in the menu. In addition, it will be possible to see the archive of relays on the www.forumspb.com website by going to the "Programme" section and selecting the date and title of the event. It will be possible to view the video material in full or to select an individual episode, with the option of downloading.

Information and navigation

In addition to video content, the tuneable Telemarker screens will relay information services and navigational information: announcements of sessions, emergency announcements, programme changes, times of next events, and navigational plans.

Each year, over 2,500 political and business leaders, leading scientists, public figures and members of the media from all over the world gather at the St. Petersburg International Economic Forum under the auspices of the President of the Russian Federation to discuss the most pressing issues facing Russia and the world.

What do I need to check before obtaining my badge?

Before claiming your badge, please be sure of the following:

  • Your participation has been approved by the Forum's Organizing Committee, and that this is reflected in the organizers' data system.

What is the Personal Web Office and how can I access it?

The Personal Web Office is a personal section of the official SPIEF website for participants, where it is possible to edit personal information, upload a badge photograph, submit requests for various services (hotel accommodation, transportation, excursions, and linguistic support), as well as to complete the contract, pay for your participation in the Forum, request accreditation of a personal vehicle, and print out the electronic ticket.

In order to access the Personal Web Office you will need to enter your personal login and password, which were provided with the letter you received along with your Forum invitation.

How is the confidentiality of data entered into the Personal Web Office protected?

The Personal Web Office has been developed using SSL data encryption to ensure the security of your confidential information.

How can I upload the photograph for my badge?

You can upload the photograph for your badge in the Personal Web Office.

The badge photograph must meet the following criteria:

  • Be a colour photograph on a white background, in JPEG format.
  • Be 480x640 pixels in size.
  • The resolution must be 300 dpi (image quality).
  • Include a frontal view of the entire face, with the head uncovered.
  • Have the face make up at least 70% of the photograph.

What participation formats are available at SPIEF 2012?

There are several forms of participation:

  • Forum Participant – Premium Package;
  • Forum Participant – Standard Package;

Is there a limit on the number of participants from any one company at SPIEF 2012?

To maintain the high level of representation and to accommodate growing interest in participation in the Forum, the organizers have been compelled to introduce limitations on the number of representatives from any one company participating in SPIEF 2012.

You can familiarize yourself with the terms of the quota system (maximum number of participants from any one company).

Companies partnering with SPIEF 2012 are allocated larger participant quotas. You can find additional information on how to participate in the Forum as a Partner in the Partners section of the official Forum website.

What is included in the 'Forum Participant –Premium Package'?

The 'Forum Participant – Premium Package' includes the following:

  • Access to all events in the SPIEF business programme (except invitation-only events);
  • Access to all events in the SPIEF cultural programme (except invitation-only events);
  • Provision of all SPIEF 2012 printed and digitally published materials for participants under the Premium Package.

Information support during the preparation and conduct of the forum is provided to all Forum participants. Dining in restaurants and networking areas, as well as visiting business areas is open to all Forum participants.

What is included in the 'Forum Participant –Standard Package'?

The 'Forum Participant – Standard Package' includes the following:

  • Participation in all events in the SPIEF business programme (excluding the plenary session and invitation-only events);
  • Participation in some cultural programme events;
  • Standard SPIEF 2012 participant handout materials.

Participation under both Standard and Premium Package includes access to information services and catering facilities provided in the restaurants and networking areas, and access to business areas.

What is included in the 'Forum Partner Package'?

Forum Participants representing partner companies have the same status as those with the 'Forum Participant – Premium Package' and the 'Forum Participant – Standard Package'. However, Forum Partner status allows your company to register a larger number of participants and includes a number of other benefits.

Who can participate in the plenary session, which will include a speech by the President of the Russian Federation?

Participation in the plenary session is allowed to all Forum participants under the Premium Package.

If for personal reasons a participant cannot attend, can he/she be replaced by a colleague from their organization?

Yes, in the event that a participant who received an invitation from the Forum Organizing Committee cannot attend the Forum for any reason, he/she must contact the Delegate Management Department with a written request to replace one participant with another, addressed to the Head of the Forum Organizing Committee.

The participation fee for participants selecting 'Forum Participant – Premium Package' is RUB 118,000 (including VAT) and the participation fee for participants selecting 'Forum Participant – Standard Package' is RUB 70,800 (including VAT).

Please note that the participation fee will increase by 50% if payment is made after May 21, 2012./p>

How can I pay for participation?

After Forum participation is confirmed, a contract is created for each Forum participant and posted electronically in your Personal Web Office. As soon as the organizers receive your signed copy of the contract, payment options will appear in your Personal Web Office: you may print the invoice for payment by bank transfer or pay by bank card. You must pay the participation fee within 5 days of signing your contract.

If you were unable to pay for your participation in the Forum in advance, you will be able to pay in person at the SPIEF main venue, at the cash desk of the Lenexpo Exhibition Complex, in cash or with your bank card. Access to the cash desk is allowed on the basis of your electronic access ticket, which you may print from your Personal Web Office. The accreditation point on Ulitsa Opochinina includes an information point, where you may print the electronic access ticket from your Personal Web Office.

Please note that for payments made by cash or credit card during the Forum the payment currency is Russian roubles, and a 5.5% commission fee will be applied.

Is a discount offered for several participants from the same organization?

In general, the total number of registered participants from any one company shall not exceed the specified quotas. The number of registered participants does not affect the registration cost. No discounts will be provided on participation at SPIEF 2012.

How can an organization become a SPIEF Partner?

About St. Petersburg

St. Petersburg is a relatively young city, with a little over three hundred years of history. However, in these three centuries of rapid growth and development, St. Petersburg has forged its own path, evolving into a timeless city, inimitable in its beauty and harmony. It is elusive and enigmatic, a truly unique city in Russia's history. For more than 200 years, it was the resplendent capital of the great Russian Empire, and remains the country's cultural and spiritual centre to this day.

While it is the youngest of the large European cities, still, it has no equal on earth with such well-preserved architectural examples of neoclassicism, eclecticism, modernism, and retrospectivism. St. Petersburg is the largest city in Europe that is not a capital. Since the beginning of the 19th century, it has had the fourth highest population in Europe, at times exceeding Berlin, Vienna, Naples, and Moscow, but remaining behind Paris and London.

The territory under St. Petersburg’s jurisdiction totals 1,439 square kilometres. It is located next to the eastern tip of the Gulf of Finland, the easternmost arm of the Baltic Sea.

Standing at the intersection of various sea, river, and land routes, St. Petersburg is Russia’s gateway to Europe and the country’s strategic centre, the point closest to the countries of the European Union.

It is home to the representative offices of international organizations, consulates of various nations, and the offices of federal ministries and agencies.

St. Petersburg is the administrative centre of the Northwestern Federal District, which includes the Republic of Karelia, the Komi Republic, the Arkhangelsk Region, the Vologda Region, the Kaliningrad Region, the Leningrad Region, the Murmansk Region, the Novgorod Region, the Pskov Region, and the Nenets Autonomous Area.

It boasts 2,000 libraries, 221 museums, more than 80 theatres, 100 concert associations, 45 galleries and exhibition halls, 62 cinemas, and 80 cultural organisations. The city hosts around 100 festivals and competitions in culture and the arts each year, more than 50 of which are international.

St. Petersburg was founded on May 16, 1703, by order of the Russian Emperor, Peter the Great. For the first ten years of its history the town was developed as a fortress and sea port, but a brisk trade soon transformed the city into a centre of economic prosperity, industry and craftsmanship. It was during this time that the famous Alexander Nevsky Monastery was founded, and this city on the banks of the Neva became renowned as a religious centre. In 1710 the royal family relocated here from Moscow, bringing the Tsarist palace and government offices with them and making St. Petersburg the capital of the Russian Empire. For a short time during the rule of Peter II (1727-1730), the capital moved back to Moscow, but St. Petersburg regained its status as Russia's most important city three years later.

Peter the Great's youngest daughter, Elizabeth I, continued her father's work. During her rule, vast numbers of wooden structures were torn down and replaced with stone. It was Elizabeth who gave Bartolomeo Rastrelli the chance to shine here, and St. Petersburg was soon graced with stunning palaces and cathedrals which, even two and a half centuries on, rank among St. Petersburg's most grandiose and spectacular architecture. The Winter Palace, the great palaces at Tsarskoe Selo, Smolny Cathedral, and Smolny Convent were all erected during this time. The Tsarina was a patron of both science and the arts, and two leading universities—Moscow State University and the Russian Academy of Arts—were founded under her initiative. In fact, Mikhail Lomonosov, the great scientist, writer and polymath, owes much of his success to Elizabeth I.

During the reign of Catherine II ‘The Great’ (1729-1796) people began calling the city ‘Magnificent Petersburg’. The Winter Palace, the Admiralty, Nevsky Prospect, the granite embankments along the rivers and canals, and the Bronze Horseman, that famous statue of Peter the Great, were all built while she was on the throne.

These advances in St. Petersburg’s development were stunted by the Napoleonic invasion. Nonetheless, during this period the Mikhailovsky Palace, the Alexandrinsky Theatre, and the Senate and Synod were built; the construction of Palace Square was completed; and the ground was broken for the construction of St. Isaac's Cathedral.

Even before the start of the 20th century, St. Petersburg had become a truly European city—a centre of both industry and culture.

In 1914 St. Petersburg was renamed Petrograd, partly as a response to WWI and the general anti-German feelings of the time.

Three years later Petrograd became the setting for the dramatic events of 1917, and in 1918, at the beginning of the ‘Red Terror', the city ceded capital status to Moscow. Even so, in 1918 and 1919 Petrograd made many advances, including the creation of the film studio now known as Lenfilm, the opening of the famous ‘Dom Knigi’ book shop, and the establishment of the ‘Vsemirnaya Literatura’ publishing house. After Lenin’s death, in 1924, the city was renamed Leningrad in honour of the revolutionary leader.

The Siege of Leningrad lasted from 1941 to 1944, 900 days during which the city was cut off from the rest of the world. However, the city endured and survived, and Leningrad’s resurrection out of its thoroughly bombed ruins was a feat of equal enormity to its initial foundation in the early 18th century. In 1944, at the end of the siege, there was not one significant monument untouched by shells or fire, and the rural palace estates lay in ruins. Yet by the middle of the 1950s, a mere 10 years after its destruction, Leningrad was restored and had already regained its status as a gem of world architecture and culture.

The city reverted to its original name, St. Petersburg, in 1991. St. Petersburg is now Russia's second most important economic, scientific and cultural centre after Moscow, and one of the most beautiful cities in the world.
